There is already a big duct into every house, the sewer!  :-).  Perhaps Melbourne Water could start rolling out FTTD (Fibre To The Dunny) ....Could even train rats to do the pull through's of the fibre...

Perhaps rather than FTTx the govt should have rolled out TTP Tunnel to the Premises.

Put in a nice big dedicated service duct to everyone's house.
Run everything through it power/water/sewer/data.
(I did say big right?)
Fibre on demand would be pretty easy then, it might even be feasible to have multiple competing providers in a region, and the govt could collect lease money from the service providers.
