Perhaps rather than FTTx the govt should have rolled out TTP
Tunnel to the Premises.

Put in a nice big dedicated service duct to everyone’s house.
Run everything through it power/water/sewer/data.
(I did say big right?)
Fibre on demand would be pretty easy then, it might even be feasible to 
have multiple competing providers in a region, and the govt could 
collect lease money from the service providers.
