There is no co-ordination really, just publishing what they are doing.
When they run out of space in that particular block, they'll carve out
another block for the same purpose and it'll get published.

People who are doing filters are using that published information.Some
folks (like Team Cymru) collect the information, including from RFCs
and publish the well-known filters. It's upto you to make sure you get
your own updated when things change.

Even in the old v4 days, RIRs have published ranges from which certain
type of addresses were allocated/assigned.  In the really early days,
you could tell what the allocation size was by looking at the first
octet. They still do, but with the exhaustion and transfer market,
it's no longer as specific as it used to be.
