One way to get centrelink to respond is to ask over https, from memory 
this trick can work for other gov.au sites as well.

eg iirc https://medicare.gov.au throws an invalid cert error, because 
the cert is for https://www.medicare.gov.au - that will redirect.

Though if you've got local enforcement of certain policies regarding TLS 
et al, you may not get far on some of these .gov.au sites over https.

Kind of weird that Commbank and others financials have better 'ratings' 
from certain 3rd party SSL test sites than gov.au

Then again, kinda not. Down here in Tassie, the only tas.gov.au site 
I've found that seems to offer a response on port 443 is the Fire 
Service, and only then to redirect to 80.
