I was taught in the early 1990s that cage nuts had slightly different sized tabs on them, and the shorter tab was to be oriented towards the inside of the rack. This allowed them to be more easily inserted/removed with your hands, as the shorter tab side had more play in it. I've noticed most cage nuts are like this since, other than cheaper ones, which you can usually tell by the thinner clip metal and slightly sharper edges on the clips and nuts.
