I am seeing no issue with CloudFlare over NSW-IX.

Remember also that CF users eBGP ECMP for egress.
Pad your advertisments to preference a single faric.

For informations sake the same IP is working fine via Cloudflare's AS on Megaport IX Sydney (and other IP's the DNS resolves to) so maybe preference this up for now if you have it available to you and its causing complaints/issues.
