We'll find out soon enough, in the news headlines this morning:
"Telstra buys Pacnet for $US697m"
It's subject to approvals, but should be done by mid-year.
Telstra will do what is best for Telstra.

Pacnet and Telstra (REACH) have very different inter-connection policies. 
I'd tend to believe that they'd lean towards the latter's policies in a merged platform.
