Why wouldn't the documentation be definitive?

seems definitive enough to me!

For definitive answers, that would be:
a) the provider of your copper-based service, if not Telstra (If they don't know,
question why you are using them)
b) Telstra, as the copper-based network infrastructure you're trying to retain
c) Your NBN Co rep, as the infrastructure you will be migrating sooner or later to.

As for the impact of ULL-based services on VDSL2 vectoring - the broad thinking is
that ULL-based Special Services are likely to be primarily located in business
precincts, while Vectored VDSL2 (Vectoring isn't slated to be introduced for a couple
of years after the non-vectored FTTN is initially deployed, from memory) will
primarily be deployed in residential areas, and business areas will be caught up near
the end of the program. If this broad generalisation holds true for a while, then
things like SHDSL and EOC services won't interfere greatly with VDSL2 due to
separation-by-suburb.

I'm wondering why this seems to be such a mystery to service providers - the situation
around copper migration and special services hasn't changed much since late 2012, 2
years and counting now.
