IIRC, Digital Distribution Australia are able to provided circuit-switched
audio via their microwave network.
Tieline are the go-to provider for Station-Transmitter Link (STL) over IP
codecs.
Is ISDN available at the location? Many broadcasters are still using ISDN
STLs in many places.
Shoot me a message off list if you'd like some more info.
