Which is lovely in theory but Comcast, for instance, isn't proposing
that nice economically sound approach.  They include a quota and then
a high cost per GB beyond that which looks based on using it as a
penalty for high use, not cost based.  Say, around $1 per gigabyte.
That values a Mbps at say ~$300/Mbps/month which doesn't seem
rational.   There's also no "caps" like in Oz nor strong consumer laws
around it.
