You do realize that the same could have been said of Netflix, Google or Facebook at some point in time?
Everybody starts up as a nobody.
It doesn't take a lot of imagination to realize that if a whole generation of Australian entrepreneurs and startups get a hold of basically (from their perspective) cheap and unlimited bandwidth, something is going to happen and some of that is going to stick in a big way.

Sure your quota will influence your usage. What it will not influence is WHEN you use your quota. The end user will use all their quota in the prime time and drive up the cost for the ISP because that's what you have to dimension for.
