They don't need to implement something similar to the NSA. The Australian government is part of 5-eyes, they can simply ask the American government to surveil Australians for them.
What do you think the the 5-eyes agreement is for? It allows each member country to bypass their local laws against warrantless surveillance of their own citizens by asking a "partner" to do it on their behalf. Convenient, eh?
