[AusNOG] Vocus Hazard Notice - Hawaii Tropical Storms

Sorry, I wasn't clear - that setting is there, and able to be used 
_right now_.

My notifications, for example, look like this:

Start Date: Thursday 7th August 2014 at 23:49 (Australia/Sydney)
End Date: Wednesday 13th August 2014 at 10:00 (Australia/Sydney)
