Yeah, I thought from the context, you meant a (trusted) 3rd party who 
managed your keys and co-ordinated your endpoints to change keys 
periodically, thus making decrypting your communications almost 
impossible, as the (trusted) 3rd party may not even fall under the 
jurisdiction of the local LEA.

My bad. (But perhaps there's a project for someone?)
