[AusNOG] Cisco SPA - Fax in Australia

Which is maddeningly frustrating.

The process in both cases is:

Digitise image
Send over public network (voip or email)
Remote party receives image and prints

Yet I can execute a banking transaction by faxing a completed signed form  
to the appropriate fax number, but I can't scan/email the same form to the  
same person who would have received the fax anyway. In both cases what the  
person has received is the same (a digitised copy of a form with my John  
Hancock on it sent via an unsecure network with no real verification that  
it actually came from me).

The even more frustrating part is that it's entirely possible the "fax"  
that I send is received by a fax machine and not actually printed out, but  
instead turned into a PDF and delivered to someone via email anyway. Or if  
it is printed out as hard copy, it will quite possibly then be scanned and  
converted to digital data for storage/archival.

So what is the answer to this problem  ?
