Why bother ?

Most people there would have a credit card - just make it a payment system.

Most machines have this built in by default with a GSM gateway.

I spoke about it in passing with someone there a while back and they said the delay was due to issues integrating the machine with the prox-card system...

If you've ever tried to open a cabinet at M1 you'll understand that access card issues is an entirely plausible explanation =)
