No it 's because they want to continue to charge $50 USD+ per megabit from HK for 'direct china'…
If you have access to a Telstra feed, you may have noticed AS4809 appear in their domestic table recently but I haven't had the time to check whether or not they are announcing any domestic China prefixes on this path.
