you know the difference in out of pocket being discussed by the Govt 
here is $47 per house.
That's it < $50 a house.
Up the AVC by $1 for 4 years and FTTP is paid for.

(The govt was borrowing $29.5(FTTN) vs $30.5(FTTP) in a bond issue at 
4%, the interest on that difference over the life of the project wound 
up at $600M, The other $15B for the labour plan was going to be from 
private borrowings, as by that stage the NBN would be a going concern 
and demonstrably able to pay it back.

600M/12.7M connections = $47 and change)
