Thanks for that, we actually use Huawei or Sierra USB dongles in our OOB devices to do just this, it would be very similar through Linux Boxes and this is actually a great method of doing things, very reliable and is great for alerting us when it may be impacting our own network from sending the SMS's. Thanks to everyone for all of the responses so far, for the people who have asked privately, I will compile a list and send it over.
In the process of searching for the Telstra Product, I've found that one of our existing suppliers www.smsbroadcast.com.au<http://www.smsbroadcast.com.au> has now introduced an API which they did not have previously. We have used these guys to send messages for mass marketing campaigns and the service has been exceptional so I think we are going to do some testing with these guys and then go from there. It's funny the things you find accidentally.

We use two different systems.
1) Linux box with Nokia phone connected via USB. You can use a program such as http://wammu.eu/smsd/ we have it connected to a MySQL database so you just dump messages into the db and Gammu picks it up. Most cheap mobile plans include unlimited SMSs now.
2) http://www.message-media.com.au
Option 1) is harder but cheaper if you are doing lots of SMSs.
2) is easy and a bit more expensive
Both work well.

We are presently using ExeTEL for SMS Services for our customers and for integration into our management and customer systems using their API but the delay in there text messages being dispatched is painful and we are getting down alerts for services a minute after they have actually come back online and I will eventually break my iPhone if I have to keep waiting for tokens for two factor authentication.
I am looking for recommendations for SMS services that people are using which people know meet the type of requirements we have in this industry. My main concerns are price per message, API functionality and reliability and prompt delivery of messages.
Reply on or off list would be fantastic. I know of quite a few providers but someone local would be a positive as well.
