generate_204 is used by Android devices to force a hotspot signon...
You associate with an SSID, the phone does a HTTP request for
http://www.google.com/generate_204 and if it doesn't get a HTTP 204
response back it knows that you need to sign in and prompts you.

I wonder if that IP is a CDN node serving that traffic to AAPT customers?
