Can confirm we're seeing the same with an EFM service provided by TPG (via a reseller). In our case, all Google sites are unreachable (Google/Gmail/YouTube/etc...) as well as some others (Yahoo).

Has been like this since at least 7am. Traceroutes show failure within the first few hops in the TPG network for all sites that aren't loading.
