Yep that is my understanding as well.

Telstra do offer a few services that can tie into their 3g/4g services but most are complicated / expensive / Over the top depending on requirements and almost all of them result in you being basically inside a tunnel back to your main network site.

Does the device support any sort of client style VPN?

My way to fix this in the past was to use easy VPN but that was with a cisco ASA serving and Cisco 1941 w/ 3g card client....

No static IPs on Telstra.extranet or Telstra.internet as far as I know. You would need a private APN with radius address assignment.

Alternatively, if the embedded device supports dynamic DNS, that may be the may to go, depending on how much you would trust the solution.

Unfortunately this is not practical/feasible due to the limited capabilities of the embedded device.
