I'd also suggest it is worth remembering that the network engineers are the final defence against these abuses, because they're the ones who will be asked or choose to implement them. They are also both citizens and potential victims of these abuses. I think there is nothing wrong with ensuring that due process has been followed before you 'wr t'. As Voltaire said, "With great power comes great responsibility."
