[AusNOG] Experimental Cisco IOS in production

Experimental covers everything from "we added a extra log message"
to "we re-wrote 99% of the code".

There is no good way to measure risk of experimental builds without
asking "what has been done" and even then you need to compare the
risk of deploying with the risk of staying with the current code.
