The HTTPS works for me on an AUS IP. AND, I tried HTTPS on the TOR network 
using 173.254.xxx.xxx (US) and that works too. Maybe it is a strange 
whitelist.

Can't test IPv6 sorry.

I would HOPE that normal http does not work ... ever ...
(It does not work from one of my AUS IPs)
