Because MCP:
Take the fastest computer you have (with good SSD).
Install BARE Windows 7 (format the machine!)
Do your driver/windows updates.

Then do your testing. On a routable IP.

Perform tests like HTTP, FTP, IPERF as well as things like Speedtest.net (including testing with different browsers)

International speed faults are super hard to diagnose due to the long fat pipe effect.
