Test equipment can simply put a bend in the fibre and extract
sufficient light to identify a fibre or determine if a signal is
present.
Presumably if that method can be used for getting light out of the
fibre, you could also use it to inject light in. Whether it would be
easy to put enough light to cause interference through the sheath is
another question.
