I fairly recently looked up this topic, and came across this paper, which goes into the history of some of the recommendations on sizing router buffers:

Nick et. al. have done a lot of research into this area it appears, with a number of papers on the topic:

One of the things they were researching was sizing of buffers on core routers. They've found that they don't need to be anywhere near the depth that buffers at the edge of the network should be.


He's also one of the main people behind SDN.
