The sceptic in me wonders whether certain countries will allow them to enter their "sovereign airspace" or just shoot them down as "foreign spy craft".

According to wikipedia there is no international agreement on how high above ground national airspace extends but the lowest suggestions are 20-30km, which is roughly the altitude the "loons" fly at.
