Tcp mss is as strong possibility.
On Cisco-
(config)# interface giX/X.x
ip tcp adjust-mss Y
where Y is at least 40 bytes below MTU
banks are a classic for this, another symptom is poor you tube performance

If its more than Westpac sounds like an MTU issue on your network to me.
