[AusNOG] Vocus peer with TPG

No one does bilateral peering with TPG.

TPG does peer at all Pipe IXs and some other IXs (although they seem to
be absent at non-Pipe IXs recently).

Vocus did peer with Pipe at various IXs in the past, but that ended
about 12 months ago (from memory). This was part of a larger business
relationship ending from what various Vocus staff posted on AusNOG.
