 If you are a customer with  many services in different locations  with no local technical staff the  "Additional visibility generally leads to a lower MTTR when faults are reported"  point  becomes a very important consideration.  You sigh with relief when the carrier NOC says "we can't reach our equipment".

Also as a customer, your commercial relationship might not be with the provider of the fibre.
