[AusNOG] Performance issues with AAPT ADSL

Hi all,
We have a customer that has several AAPT business ADSL lines at their 
head office.
Speedtest results are OK, but the http download performance is very 
ordinary.
The download speed fluctuates from as low as 1Mbps up to ~12Mbps even 
though the server is hosted in the AAPT network.
The AAPT edge router profile is "best effort" for the lines in question.
This site has been problematic for quite some time, and faults have been 
logged but AAPT haven't been able to resolve.
Has anyone had a similar experience with AAPT business ADSL in general, 
and in particular with the "best effort" profile.
