http://www.modsecurity.org/projects/modsecurity/iis/ seems to be the
popular choice in the free(ish) category of things you could install on the
host itself.

Alternatively you could run a Sonicwall SRA, Fortinet Fortiweb (etc etc) in
a VM and then protect all of your customers VMs with one front-end
appliance. You don't need VMinVM, just some more virtual networks to build
the DMZs and a pricing model that works.
