Since we're nitpicking, the class license you're thinking of is only one 
of the licenses allowing operation on 24GHz..  The class license 
(http://www.comlaw.gov.au/Details/F2011C00543) allows 100mW EIRP between 
24000 and 24250MHz, as a secondary service only (must not cause 
interference, can't complain about interference).

The primary license for that band (Amateur License) allows 120W out the 
back of the transmitter, plus whatever antenna gain you manage to throw 
in there ;)
