>From my outside observer's perspective, this scans more like an unintended traffic excursion caused by an unholy combination of someone playing with a packet-generator or grossly misconfiguring something somewhere topologically nearby, combined with the horror that is ICMPv6, uneven BCP deployment, a lack of consistent/thorough/readily-configurable vendor knobs, and the plague of semi-layer-2 encapsulation mechanisms/tunneling which IMHO are the bane of modern internetworking.
Just speculation, mind.  I've no direct evidence, one way or another.
