The BlueCoat (formerly Packeteer) devices are very effective. Mind you, the
price point is quite high, but the quality is there.

I am looking at Traffic Shaping Appliances and am interested in gauging
other peoples feedback on what you may use or have experience with?
We currently use fortigate but am interested to see if there are other
device(s) that do the same job or even opensource?
The only requirement is that it would need to be able limit speed by ip
address(s)
