[AusNOG] Announcing the AWS Asia Pacific (Sydney) Region

i consistency maxed out our pipe peer at gs with it  in tests. but speed 
to us was fairly average. A simple squid proxy made a nice test to 
cbs.com watching tv shows for test purposes only of cause.
