I've also had pretty terrible luck finding anyone willing to assist in
preventing this in the past, or doing anything useful in general.
Bank won't talk to you because you're not the card owner and how do you
prove that the card is stolen without having done transactions on it?

The only times I've had reasonable success were through finding someone
sufficiently high enough to assist and then keeping their details for
future cases, or using personal contacts to get in touch with someone who
can actually assist.

Case in point: XYZ Business took on some work from a client at one point
who wanted them to make some products and ship them to another (seemingly
legitimate) address. He specified a special shipping company though which
was when they worked out the whole thing was dodgey. Guy was supposed to
call back to provided credit card number however the office girl who
answered the call wasn't aware of the suspicion and took payment from the
card.
Business owners tried to do the right thing and called the bank to notify
them and have the transaction reversed and card cancelled; shortly after
receive an abusive call from the cardholder claiming they'd stolen his
money, the bank had informed him of this and provided their contact
details.

All I can suggest is try contacting either:
a) The bank whos name is on the cards
b) The bank your payment processing goes through (be it online or POS
terminals etc).

then don't be afraid to ask them to transfer or escalate.
