Pretty easy to see how it'll play out:

It'll make no difference whatsoever to (a) whether or not infringers
can access TPB, or (b) whether infringement actually occurs.  
Nevertheless, in 3 - 6 months the UK rightsholder enforcement 
groups will release a trimphant-sounding report about what a 
massive change it's created in the UK, and how other jurisdictions
should do what the UK courts have ordered too.  The basis of the
report will be comprehensively discredited by people who don't
live in alternate imaginary universes, but that won't stop people
who don't know what they're talking about from using it as a lobbying
tool.

Meanwhile British people will continue to do the same things
they've always done, with impunity.

This stuff runs on rails.  Yawn.
