I could imagine that there is possibly a bit more to the story..... 

could be they want to gather information (even sensitive information) on
open/closed networks.  Could be used to help pin-point AP's on a map for
precise locations.

I think McDonald's will be receiving many letters also =) with their
free in-store wifi and all...

Oh, and if they happen to pass a wifi-enabled QR train as well.

Surely, the officers involved could be put to far better use?
