I believe you are correct on some parts and not in others, If you would now like more after that final /22 allocation you will not receive another allocation from APNIC regardless of your requirements.
Sleeve or some else correct me if I am wrong here?

If you can justify it you can get it – We have at our SecurITon DC a /21 and recently a /22.
It was not hard but there was some justification necessary.

Quite the opposite, if you have already exhausted your /22 allocation from APNIC you're pretty much shit out of luck.

We needed to become portable, as long as you can justify it (which we could with our hosting services) we obtained a /22 only 6 months ago. The paper work is the key and the APNIC people are great in helping work that through.
