There are no barriers in current policy for those who have a legitimate need and someone with space they're willing to part with.
It should be noted that there is no requirement to disclose to APNIC the commercial arrangement.
Btw. For those hesitant to 'sell' or 'transfer' address space, and may have an issue with breaking up an existing allocation (i.e. someone has a /19, but would like to get value out of a /20 of that /19) could arrange to lease the space with an appropriate document - which I am pretty sure could be written well enough in case there were any disputes about it being routed and so on.
Just my $200 worth ;-)
