Alternatively the ACMA has the location data part of it available at
http://web.acma.gov.au/numb/openAccess/inquiry/viewAllocationSearch.do(click
on Full Download to get it as an XLS) although I'm not sure if it
uses the exact same location names as the Telstra documents.
Telstra also have a list of ADSL Enabled Exchanges at
http://www.telstrawholesale.com.au/download/document/access-broadband-adsl-en-ex.xlswhich
includes exchange v's range mappings, although as it's specifically
for ADSL I'm guessing there are some exchange it doesn't include?
