I received the response "The info we have is that it's a network intelligence tool, logging newly recognised content only, not individual access. Steve" <https://twitter.com/Telstra/statuses/217249787374874624> from Telstra.
Which seems to somewhat contradict the story below. I've asked a follow up question of whether or not this system is documented somewhere public.
