pmacct is a great framework for developing your own system to do 
monitoring / traffic accounting, but don't expect it to be an "Out of 
the Box" type solution.  Most of the links to supporting apps on the 
site are fairly outdated / horrid, so if you have an internal developer 
or basic programming skills that will be the best route.  I have it 
configured to push data to a number of custom RRD files as well as a 
MySQL database (for traffic accounting).  The RRD files I have details 
down to specific ports as well as specific IP ranges, so I can see 
changes in traffic trends fairly easily.

I also recommend trying PRTG, it's free for 10 sensors but will require 
a Windows box to run on.
