[AusNOG] expanded IP QoS guidelines for public comment

For those interested in reviewing and commenting on such things, two updated
guidelines for IP QoS classes, performance and packet marking have just been released
for public comment at http://www.commsalliance.com.au/Documents/public-comment. I
chaired the working group that created them.

The update includes an extra IP QoS class for high quality, ultra low loss video
transport, and has been updated to include the current layer-2 QoS classes offered on
the NBN.

As QoS-enabled services become more popular, either as retail offerings or wholesale
offerings such as the NBN Traffic Classes, the intention of the guidelines is to
harmonise QoS packet marking and performance expectations across networks so that
services running across multiple networks can achieve a predictable performance level
in latency, packet loss and jitter.
