It really depends on what you're trying to test/prove.
 - want to prove your access line is meeting expectations? Then your ISP's speedtest mirror is the place to go
 - want to prove your actual purchased transit capacity is meeting expectations? Then you go to speedtest servers near and far from you, understanding that servers far away might not give good results due to both congestion/suboptimal routes *and* TCP goodput.

Like all "measurements" they're only as good as the developer, operator, and interpreter of the result.

I haven't had to deal with explaining these to folks for a few years,
but last time I looked all they did was transmit latin text.  That's 
not a good way to find out about the performance of your network, 
unless all you do is transfer text over TCP.  You need to use all 
different types of traffic in all types of mixes.

Though I did not look into this as much as I did the speedtest stuff,
I believe NDT (http://www.internet2.edu/performance/ndt) does a much
better job of informing your customers and having it on your network
will help you explain to them why once they go off your network things
change a lot.
