It really is quite simple.
Take a read of
http://www.cisco.com/en/US/tech/tk365/technologies_tech_note09186a0080094431.shtml#bestpathwhch
shows the order that BGP uses to select the best prefix.

Note how LOCAL_PREF is evaulated before AS_PATH.
