[AusNOG] AAPT outages at roughy 7pm

We had our TPG/SOUL IP Transit and wholesale DSL go down for a few minutes
at 04:39.
We also saw outages on some, but not all, of our NSW AAPT EoC for about
20mins yesterday evening, from 18:52.
